Abstract
A State of the Science (SOS) assessment (the Assessment) will be prepared for the Air Quality Research Program (AQRP) for the current grant period, 2016-2021. The Assessment will consist of 3 parts: (i) an overview of the current understanding of key scientific and technical issues, relevant to Texas, in emissions inventory development, atmospheric chemistry, meteorology, and air quality modeling; (ii) a summary of AQRP activities in the 2016-2021 grant period and how those activities improved the understand of key scientific and technical issues; and (iii) identification of a set of high priority scientific and technical issues that should be addressed in the future. The Assessment will serve as a resource for developing future AQRP research priorities and as a resource for researchers responding to future AQRP requests for proposals.
A draft preliminary Assessment will be prepared by August 31, 2021. The draft preliminary Assessment shall be reviewed by the TCEQ Liaison(s). The draft preliminary Assessment shall also be forwarded to the AQRP's Independent Technical Advisory Committee (ITAC) for their comments. After the ITAC comments are addressed, the preliminary Assessment shall be submitted to TCEQ Project Liaisons for management review and comments.
The final Assessment will include a synthesis of the final research projects from the 2020-2021 grant period. Due to the addition of projects late in the 2021 cycle, some projects will not be completed until November 15, 2021. These projects will be added to the Assessment after the initial review process. Once all research projects are completed and final reports are submitted, a draft final Assessment will be prepared and will follow the same review process outlined above. Once complete (by December 31, 2021), the final Assessment will replace the preliminary Assessment on the AQRP website. While not intended to be submitted to an academic journal, a portion of this document may be suitable for publication.
